She was born in Archer, Idaho on November 18, 1935, the 8 of 11 children born to Wiley Delmoe Cook and Lulu Mae Munns. She attended Madison High School, Ricks College, and BYU where she graduated with high honors, with a Bachelor of Education degree. She married her high school sweetheart, Howard Lowell Biddulph on November 27, 1957, in the Idaho Falls Temple a few days after he returned from his mission to Eastern Canada.

Colleen was a trained artist, delighting all who entered their home with beautiful oil paintings and other artistic work. Her love of beauty extended to all the arts. She was a pianist, organist, vocalist, wrote poetry, several books, and composed music. She combined her artistic talents with her teaching abilities as she worked as a teacher in Western Canada, Utah, China and Ukraine. She brought art and music to life as she taught these abilities to students in exciting ways, designing marionette puppet shows among many other events. Her creativity extended to all aspects of life, cooking, dramatics, speaking, gardening, even mechanics.

She was a devoted member of The Church of Jesus Christ of Latter Day Saints always serving in a many capacities. Her most cherished experience was serving alongside her husband as they presided over the first mission of the Church in Ukraine with missionaries assigned also to Belarus and parts of Russia.
