Lillian was born on April 2, 1919 in Oakley, Idaho to Leonard Campbell Livingston and Kathryn Jane McBride Livingston. The family lived in Pocatello and the surrounding areas for a few years and then moved to southern California for a time until moving to Dallas, Texas, where she spent most of her life until she graduated from high school.
Lillian married Le Roie Woolley Jr. in Dallas on June 21, 1938. On June 27, 1938 they were sealed for time and all eternity in the Salt Lake Temple. They made their home in California and raised four sons. Their summers were spent in Thayne, Wyoming. They moved to Thayne in 1983.
Lillian was an avid reader and writer. she wrote, directed, delivered and performed many essays, readings, stories, plays, poems, roadshows, life sketches and narrations. She wrote a children's book and has had several works published in various church publications. Lillian was an active member of The Church of Jesus Christ of Latter-day Saints. She and Le Roie served a temple mission in Idaho Falls.
